Is it possible for a JIRA customer who is using a JIRA instance on their own domain or using on-premise instance to use a 3LO app?

My interpretation of your question is if 3LO apps are supported on non cloud versions of Jira. The answer to this is no. Please let me know if I’ve misunderstood your questions.
