I am an individual developer based in Turkey, planning to build and publish a paid Forge app on the Marketplace. Before I invest development time I would like to confirm my eligibility, and I am hoping someone here has been through this.
The public documentation appears to conflict on this point:
- “Become a partner on Atlassian Marketplace” states that a developer without a parent company can create a partner profile using their own name.
- The partner due diligence section refers to a “registration and/or tax ID number”, which suggests a registered business may be required.
- A thread from July 2026 asking essentially the same question for a UK sole trader was escalated internally as ECOHELP-151223, and no public answer was ever posted.
My questions:
1. Can an individual, without a registered limited company, publish PAID apps (paid via Atlassian) on the Marketplace? Or is a registered business entity mandatory for monetized listings?
2. If an entity is required, is a sole proprietorship with a tax registration sufficient, or does it have to be a limited liability company?
3. Is Turkey a supported country for Marketplace Partners who sell paid apps? Are there any country-specific restrictions worth knowing before starting?
4. What identity and tax documentation is requested during partner onboarding (for example W-8BEN, tax residency certificate, business registration document)?
5. Does any of this differ between Forge and Connect apps, or between “paid via Atlassian” and “paid via vendor”?
If anyone here is selling paid apps as an individual rather than through a company, I would really appreciate hearing how your onboarding went.
