Can I add condition to the "create state of issue" action in Jira?

Hello to all,
I’m working on plugin development with the Atlassian plugin SDK. I would like to be able to configure a condition on the create state of a issue. This feature is not native to Jira and I can’t find any resources on the internet to guide me.

It’s not possible natively to add conditions to the Create action. As far as I’m aware, it only checks Browse + Create issue permissions.
