Can i attach one attachement in jira without association with jira issue

Hi team ,
Sometimes users need to attach an attachement in a jira project and later when they create a ticket they will associate the attachement to the ticket .
Is there any way to do that ? Any API !

Where in the Jira project are your users attaching the files? Can you provide a screen grab of where this ‘attachment’ is being done?

If you think it would be a good if users could somehow attach files to projects as well as issues, I’d suggest you raise it as a feature request.

I see this thread is pretty old and I still wonder if there is an option to upload the attachment in the create issue API.
