We are trying to integrate JIRA API to our application. When we create a new case /update a new case using a JIRA api we need the JIRA ticket to be logged as created by the logged in user in our application.

Can Multiple users use oauth2.0 app

Yes. Multiple users can use an OAuth 2.0 App. Each user will need to grant authorization. Your application can keep that grant as long as you hold a refresh token. Please note the expected change in behavior coming soon:
