Cannot add contributors to Developer App

Documentation says https://developer.atlassian.com/platform/forge/manage-app-contributors/ but I cannot find this anywhere in developer console. Any help is appreciated?

I can see it in the console sidebar.

I have noticed I created a OAuth 2.0 app. Is it not possible to add contributors for this?
