Confused about licensing

I’m a bit confused…
If we are the company creating a cloud/server app to service our customers on the Jira Marketplace, do we need to buy a separate license or is the license something that our clients need to purchase?? not us ( we just set it up on our side?)

I was Atlassian Solution Partner at 2007-2009 and self terminated this agreement at 2009.

Now I am been a Atlassian Marketplace Partner since 2011 so I have a long experience work with Atlassian.

All Atlassian Cloud Apps is free of charge up to 10 users and 3 agents in Service Desk.

For Server Apps you need to buy license.
