Connect License is periodically none, despite license being in place

We’ve noticed that periodically the license is not set (&lic=none instead of &lic=active) in our test run, for our macro.

Its failing to add the license quite reliable with a page which has our macro multiple times. After a few times refreshing the page, we usually get the case, where one or two instance of the macro didn’t have the license set.

I get the opposite way around. I see instances of lic=active even though the tenant has not ever paid or started a trial according to Atlassian’s reports.
