Is there any option to create a new user in the system? This refers to the creation, indicating mail, password, etc., and not an invitation to an existing user.

If you want to use an admin panel/page, you might want to check this guide - this will still send invitations to the added users. For more product administration questions, the Atlassian Community will be able to help you further.
