Does a multi-SaaS task aggregator with user-triggered quick actions fall under Developer Terms §6(f)?

Hi Experts,

We are building a B2B SaaS that lets a customer’s employees see tasks from several connected tools (including Jira Cloud) in one aggregated view, and take user-triggered quick actions (e.g. changing an issue’s status, adding a comment) via the Jira REST API on the user’s behalf, using their own OAuth-authorized token.

We are not building a Jira replacement — there is no issue creation/editing UI beyond these limited actions, and Jira remains the system of record. Before starting development, we’d like to confirm whether this use case could be considered “substantially replicating” Jira under Developer Terms §6(f), or whether aggregation + limited user-initiated actions is acceptable. Any guidance on where this line is typically drawn would be very helpful.

Thanks
