We have built out an add-on that allows users to pull data from a cloud storage. Is there anyway to have the add-on displayed during edit/create of a ticket or when an issue select from a board (side-panel)? If not is there a FR I can up-vote?

Currently it’s not possible for apps to plug into Jira’s create/edit/transition screens. There is a feature request here: [ACJIRA-11] - Ecosystem Jira
You can use a standard Jira issue view web panel for your app to be displayed from a board (there is currently a bug affecting this). Note that this view will be replaced in the future by the new Jira issue view.
