So I finally managed to get it released - the key issue is that the user has to be the same for all the steps, i.e.
- The forge app owner must deploy to production
- The forge app owner must also create the release in the marketplace.
Apparently Atlassian is working to remove that limitation, but that is how it stands rn - hopefully someone else can benefit from that information
