We upgraded Forge UI to new kit. And we have action menu on issue detail, but the menu does not show up when clicked from the link but when refresh, it shows up. Any idea? Highly appreciate your insight.

Are you still experiencing this behavior? If so, kindly raise it in the Developer and Marketplace Support portal so that it can be triaged and investigated accordingly.
