How to create System User?

Hello! How can I create a system user in Jira Cloud?
For example, I’ll use this user to post notifications from GitLab.

There’s no way to create a system user for the purpose of make REST API calls. You can create API tokens for regular users by visiting Atlassian account, but it’s preferable to use an app framework such as Connect or Forge.
