Internationalization Strings not resolving

When I deploy a plugin to my sandbox in the SDK the plugin the labels are resolved just fine.
When I deploy to production these fail without an error i.e. 403 / 404

$i18n.getText("tt.admin.label")

In production I see tt.admin.label
In my sandbox I see My descriptive label

Any guidance would be most welcome.
