Can we set IP white list for access control using JSM rest API to create issue? To avoid the untrusted webserver to submit the request via JSM API, please advise.

Yes. You can specify IP addresses for product access. Note this feature does require a Premium plan. Also, this is a product-wide option, not at the level of the API, or a specific endpoint like /rest/api/3/issue.
