Issue not found or no permission of workflow transition and REST call

Hi, I have a plugin that uses webhooks. One of my customers is having a problem where the webhook call arrived without the issue details (an issue create event). When my code tried to do a REST call to get the issue details it got the error “Issue does not exist or you do not have permission to see it”.

To me, this seems like a permissions problem. I was going to get the customer to check what the permissions of the plugin user were but I can’t work out how. The plugin user doesn’t appear in the permissions helper and you can’t see it in the users screen any more either.

Has anyone had this problem in a webhook before and/or do you know how to check a plugin users permissions?
