Issues with the Confluence Page Banner module and page actions overlapping?

Has anyone else experienced this and are there any work arounds?

i.e. when you scroll the page actions are on top of the banner content like this:

If you keep scrolling it disappears and the rest to the page behaves as expected.

I found this open bug, but it sounds related by its on mobile only:
