instead of Forge, i would like to write my own Java spring boot application, where by i want to use the jira api libraries if any available, so O2R-related libraries are available, that would be great, like built-in framework to retrieve issues like jiraProject.getAllIssues() …

please let me know if we have the JIRA API library available for using with REST V2 ?

There is the JIRA REST Java Client Library (“JRJC”). The source code is here: Bitbucket - and it does look to be receiving active maintenance from Atlassian.
