Hello!
I have website and integration with Jira Cloud via REST (oAuth). I created app on developer . atlassian . com / apps and implemented some functionality. It works fine for me.
But what about another users? May be I missed something but why it works only for user which created Jira app credentials?

Your app needs to be reviewed by Atlassian before it can be distributed to other users. You can submit a request for app review here: https://ecosystem.atlassian.net/servicedesk/customer/portal/14/group/66/create/274

Distribute is unavailable, so as I understood I should skip it and just write to service desk about it. Is it correct?
Yes, that’s correct. You need to submit a request to the service desk for approval. Once you are approved, you will have the ability to toggle the distribution button.
