If you have the instance, make sure you claim a domain (maybe a subdomain to not conflict with the regular domain). Then provision dummy users with this domain. This ensures that you also can modify / remove these users as you are able to manage them.
With the regular user APIs or SCIM APIs you can perform the bulk actions itself.
With e.g. gmail.com you would be not able to remove the Atlassian account entirely.
