My Atlassian Developer Community login doesn't allow me to send direct messages (no "New Message" button)

My Atlassian Developer Community work login (the one I use at my employer) doesn’t let me send direct (private) messages to anyone. There is no “New Message” button in the messages form, and no message icon on members’ pages when I view them.

I also have a personal Atlassian Developer Community account, and this other account DOES have a “New Message” button, so I know something is different/wrong about my work login. (One difference is that my work login is associated with many Atlassian product licenses, etc., while my personal account was created, standalone.)

Can this be fixed?
