Thanks for the detailed clarification.
One thing that still confused me is that the Email API App Type field of Request access to the Email API for Connect apps form has an option 3LO Type App:

You said “Is the email REST API available for 3LO apps? No”, so perhaps this option should be removed to avoid confusion and wrong expectation?

Also, I would suggest updating the ambiguous “apps” to “Connect Apps” in API doc of both Confluence Get User Email API and Jira Get User Email API:

Returns a user’s email address. This API is only available to apps approved by Atlassian, according to these guidelines.
