Atlassian is rolling ordered app migrations for server-to-cloud migrations from today onwards. This change sequences app migrations in two groups rather than starting every app at the same time. The aim is to reduce migration failures caused by interactions between apps and to provide customers with a more reliable migration experience.
Ordered app migrations are an Atlassian-controlled process. We are working to ensure that the change does not adversely affect Marketplace Partners or their customers, and it does not change the migration workflow or implementation requirements for Marketplace apps. What you should know

Apps in the first group begin migrating while apps in the second group remain
PAUSED. This status is expected while the earlier group is running. -
Apps in the same group can migrate concurrently. The second group begins after the apps in the first group reach a terminal state, such as
SUCCESSorINCOMPLETE. -
Because the groups run sequentially, ordered migrations may increase the elapsed time for a migration. The intention is to avoid failures that can create longer delays for customers.

No changes are required to existing Marketplace app migration workflows as a result of this rollout.
Atlassian is also reviewing how the feature affects downtime measurements. Apps in the second group should not be unfairly penalised by internal metrics because they are waiting for the first group. If you believe the metrics do not reflect the impact of sequencing accurately, please let Atlassian know and reference this information.
Current scope
The initial implementation supports two groups, with apps within each group migrating at the same time. The sequence is configured by Atlassian using a defined set of cloud app keys. Atlassian is evaluating future improvements, including support for more than two groups and more flexible updates to sequencing rules.
Partners do not need to configure or enable ordered migrations themselves. Atlassian remains responsible for configuring and operating the sequence.
