Problem accessing the file in JiraCloud manual

Hello.
I am learning JiraCloud. Now I’m going through the manual https://developer.atlassian.com/cloud/jira/platform/getting-started/
Everything worked until

Step 3: Install and test your app

When I trying to upload atlassian-connect.json I catch exception

Like that: “Problem accessing the file https:/767c9c74.ngrok.io/atlassian-connect.json.”
But in step 2.4 I confirmed that the descriptor is available by going to the ngrok HTTPS URL in my browser.

How can this issue be resolved?

PS. I using Windows 7 and DrWeb.

Looks like there is a typo in your url, one slash after https, url should be https://767c9c74.ngrok.io/atlassian-connect.json.
