”Request for free cloud license“ was rejected

We have been enjoying “free cloud license” since 2018. When I tried to renew it, the request was rejected. Jira Service Management

We have one PvA app on the marketplace and have not received other similar benefits.
I guess it is because we have switched our support email. Can someone from Atlassian please have a look? Thanks.
