Api return error {"errorMessage": "Service temporarily unavailable"}

Our app is returning an error when calling the APIs on the customer’s site
{"errorMessage": "Service temporarily unavailable"}

The APIs that are failing may mean that many other APIs are failing, but the log only fails on these APIs:
/rest/api/2/attachment/
/rest/api/3/search/jql
What is the cause of these APIs failing? This error only happens to one customer
I would appreciate it if anyone who has encountered this situation could give me some advice
