They also migrated from nexus 2 to Artifactory.

Actually, Atlassian did migrate to Artifactory, but https://maven.atlassian.com is redirected to it, so https://maven.atlassian.com/repository/public will actually continue to work.
I’m not sure what other impact this change may have.

The redirect is working now. It wasn’t resolving at all earlier.
Panic over
It is now. I can assure you it was not a few hours ago. Even the Atlassian SDK links in the Marketplace were broken for quite a while
