Blocking access to URL patterns

Hi,

For our customer we are developing an app for Jira Server / DC where we can blocks access to certain URL’s or patterns, based on group membership. Basically we need to intercept each request to match the patterns against but we are struggling where we need to extend from to get access to all http requests to Jira.

Can someone point me in the right direction?
