Bulk Edit endpoint to handle multiple values for multiple issues

Problem: Bulk edit endpoint doesn’t allow to modify multiple issues with different fields and values as it was on Data Center and Server.

Endoint: POST /rest/api/3/bulk/issues/fields

Request: Modify the bulk edit endpoint or create a new one
