Can a Cloud Addon be located at Jira top menu?

We are developing a cloud addon for Jira. At the moment it’s located under Apps → Menu Item.

I would like to clarify, can we locate the addon somewhere on navigation bar(top menu).

I tried to do it by using addon descriptor, but I think Jira does’t provide locations for doing this.

That is correct you can only add a menu item into the Apps Menu in the Top Menu. Without this restriction every app would be in the top menu and it would be hard to navigate.
