Connect app can not enable when implement migration code

I am conducting setup migration for my app according to the document https://developer.atlassian.com/platform/app-migration/prepare-server-app/
However, after adding the code according to the example, my app is disabled and cannot be enabled again. It is not known where this error may come from

Usually when an app fails enable, there’s a helpful error message that you can check
