Create Issue dialog should be resizable

This dialog should be resizable (by default - not require any customization). In particular, we want to be able to see more Description as we enter details into the Description.

Hi @RobertSielken not the exact solution, but the icon at the bottom right corner of description textfield lets user enlarge it (vertically)

JRASERVER-34660 is the same issue and I already voted for it earlier.
