When I am updating the value of my custom field via CSV import, the trigger for avi:jira:updated:issue events is apparently not called. Is this by design? Can this be configured in some way?

Apart from reaching out to the team more knowledgeable about Forge, I was able to replicate the issue you mentioned. That being said, I raised the public-facing [FRGE-808] - Ecosystem Jira on your behalf so that you, together with the other affected members of the dev community, can track the progress. Feel free to add additional comments to the ticket as you see fit.
