Does data center version uses binary package of confluence on-prem or confluence cloud?

Welcome to the Atlassian Developer Community.

The straightforward answer is that Data Center uses the same binaries as the On-prem (also known as Server) version and not the cloud one.
This is true for both Confluence and Jira.
