Does disabling outgoing mail TOTALLY disable all outgoing mail?

We are trying to use our Dev Cloud environment to test some in development addons.
Within our current cloud environment we have notifications set up for customers through Service Desk as well as by project.
We do not want to send out any emails from the dev env, and want to know if disabling outgoing mail will actually stop ALL emails from being sent.

Probably best asking this over in the user facing community (community.atlassian.com ). But removing all notification schemes entries from the project will make the project not send emails. I don’t know if you can actually turn off outgoing emails from the cloud env (I think you have to be a sysadmin to mess with that).
