Is there a way for an app to send custom notifications on Confluence. Specifically, I would like to create a customized notification as the result of another user’s action that includes an email notification and perhaps shows in the Confluence direct notifications (see attached image). Is this something that is possible through the Confluence UI, or would I need to develop my own implementation outside of Confluence

I’ve asked this before but without a useful answer. This would be very valuable for us for some of our existing cloud apps as well as some we might port from server.
