Note: I have tested on Confluence and Jira and so far this only seems to be an issue on Confluence.

I’ve been able to reproduce the issue on my end as well. You’re correct that this only affects Confluence; Jira correctly applies the dark theme to showFlag.
After investigating, we’ve identified that the root cause is on the Confluence side — the dark theme context isn’t being properly surfaced to the flag rendering path. We’ve raised this with the relevant Confluence team internally and they’ll be looking into a fix.
I don’t have an ETA to share just yet, but I wanted to let you know this is on our radar and being actively tracked. I’ll update this thread once there’s progress.

Great! A member of our team also noticed that the action buttons are inconsistently-spaced (Confluence aligns with the left end of the text, while Jira has a little bit of margin to its actions)
