I have a hello-world macro working well on a Confluence Cloud page, and have now added an attachment to the page. This attachment is a basic text file, that only contains text such as ‘THIS IS TEST DATA’. Is it possible to read the contents of this file using the Forge Macro?

I don’t think there is a way to get at the actual data of the file. The attachments API in confluence only returns meta data about the file.
What is the use case you’re trying to solve for by reading the contents of the file?
