I have created a custom plugin and I want to show my own front end page(Html) on click of my plugin menu item (My plugin) that appears on local jira environment.
Please suggest how we can insert our local Java and Html code in this plugin and display it on the local jira environment. Do we need to make any changes in atlassian-plugin.xml.

Is this a topic you meant to create in Jira Server rather than Jira Cloud?

It’s in jira cloud not in jira server.
Are you sure about that? Your screenshot and the fact that you’re running a local Jira hint towards this being about Jira Server.
You should probably check out some of the official tutorials like this one and I can also particularly recommend this third-party tutorial by Comsysto.
