Could you please tell me why I cannot download Jira Cloud App from the App Store from Ukraine 
Jira | Issue & Project Tracking Software | Atlassian clicking get Jira for Mac and in the App Store I see the message “It’s not allowed in your region”

That message from the App Store is incorrect. We haven’t disabled Jira Mac app for certain region, but instead, Jira Mac app have been deprecated (end-of-life).
