Limit of Webhooks for Jira Cloud

Currently, a maximum of 100 webhooks per app per tenant is allowed.

Please advise what is the meaning of “per app per tenant”? Let say I’m building a Connect app that allows Jira Users authenticated with 3LO from any tenant to create a webhook, assuming each user creates a webhook, does that mean I only can have 100 users who are able to create Jira Cloud Webhook?

Jira tenant is a Jira instance, like sitename.atlassian.net. So you can create 100 webhooks for sitename1.atlassian.net, another 100 for sitename2.atlassian.net, and so on. For Connect apps it doesn’t matter on behalf of which user you are creating webhooks, only on which instance (tenant).
