We have published a module that is currently tagged as “for Confluence Cloud.” Does this mean that the module cannot be installed or used with on-premises Confluence/Data Center installations?
If it is possible to make the module available for on-premises installations as well, could you please clarify the required steps?

I confirm. The module cannot be used with Data Center. The Cloud and Data Center versions of our products are different architectures and Marketplace Apps are generally not compatible across the boundary without separate apps for each.
If when you say “module”, you mean a Forge App, then no, it’s not possible. More importantly, Atlassian is no longer accepting any new DC listings on Marketplace since December 2025. See: Data Center End of Life | Atlassian
