Using the rest api, can I retrieve multiple tickets with their comments, or at least the count of comments in each ticket, using a single call?

You didn’t mention self-managed (Server or Data Center) or Cloud, so I’m assuming Cloud. Yes, you can get multiple issues using JQL with
GET /rest/api/3/search. And you can get comments for those issues with a URL parameter of
fields=comment. Something like this should work:
