I am getting the above error. Here is my usecase.
The original app had these scopes:

I removed write:confluence-file read:page:confluence write:page:confluence search:confluence
Update app with new scopes. Essentially omitting Confluence scopes.

When i make a rest call to https://your-domain.atlassian.net/rest/api/3/user
I get this error:

I read somewhere it is an oauth cache issue and will resolve automatically in a few hours/days? I hope it is the case. You reproduce the issue, by adding the confluence scope back and see the above call work. I hope this helps the devs repro the issue. Happy to provide more info if needed.
