When a permission scheme is migrated from server to cloud, the special atlassian-addons-project-access
role isn’t added to it. So how are apps supposed to work with migrated projects? Is the customer expected to add the atlassian-addons-project-access
role manually after the migration? I don’t get it.

We know. We created [MIG-672] App can't access issue data because of a lack of permission in Jira Cloud - Create and track feature requests for Atlassian products. to track the work for the update and it’s being worked on now, but there isn’t a quick solution for this.
Apart from the workaround I posted in the ticket description, I don’t really have a better answer for you.
If anyone else has a better workaround, I’ll add it to MIG-672.
