Marketplace payouts for a partner based in Ukraine (sole proprietor)

Hi everyone,

I’m a developer based in Ukraine (government-controlled territory) planning a paid-via-Atlassian Forge app. I’ve also asked support, but I’d love to hear from partners with real experience:

  1. Do you receive Marketplace payouts to a Ukrainian bank account (USD or EUR)? Which bank worked for you?
  2. Can a sole proprietor (FOP) be a Marketplace Partner, or did you need a legal entity?
  3. Any verification or withholding tax surprises?

Kay here from the Marketplace team, thanks for reaching out.
Payouts & Banks: Yes, Marketplace payouts to government-controlled territory in Ukraine are fully supported. Payouts are sent monthly in USD via SWIFT wire transfer to an entrepreneurial (FOP) USD bank account. Major Ukrainian banks handling commercial SWIFT (e.g., PrivatBank, Monobank / Universal Bank, Raiffeisen, UKRSIBBANK) work reliably.

  1. Sole Proprietor : A legal entity is not required. Registering as an FOP fully satisfies partner verification. You’ll complete standard ID verification via Stripe Identity and provide your state registration / tax ID.

  2. Verification & Tax Forms:

    • Verification: Standard KYC/KYB checks confirm you and your bank are located in government-controlled territory.

    • Taxes: Complete a standard Form W-8BEN with your 10-digit tax ID during payout onboarding to certify non-U.S. status and prevent U.S. withholding tax.
