The issue you’re facing is actually exactly the same as what I experienced.
At that time, my app review was stuck for nearly 10 days and was eventually rejected with a timeout error. During that period, I checked many resources but couldn’t find the cause. At the same time, there were permission issues:
Later, I submitted another version, and about 10 days later, it was rejected again for the same reason. It wasn’t until I used another Atlassian product page to contact online support, explained the situation, and asked them to submit the Ticket on my behalf that the permission issues were resolved.
The final confirmation was:

The timeout occurred because the Partner verification had not been completed, and the review process timed out while waiting for verification.

The inability to access the Ticket was due to Atlassian system permissions, which ended up wasting me nearly a month.
So the most important thing for you now is to resolve the Ticket access issue.
Once you can access the Ticket, you will be able to see the reviewer’s comments and do the next.
